According to Harvard University’s Center for Child Development, 85% of a child’s brain development happens before kindergarten. Texas spending focuses mainly on grades K-12. This imbalance neglects the crucial early years when foundational skills like problem-solving and emotional regulation are formed.

Studies have shown that early childhood programs offer a high return, with $7-$10 benefits for every $1 spent. Underinvestment in this key developmental window impacts the potential of our children and future workforce. A strategic shift towards early childhood education is essential to harness this critical period for maximum community and economic benefit.

Providing Quality Learning and Care

Licensed early childhood education centers and licensed and registered child care home facilities that meet the Texas Rising Star (TRS) program’s Three-Star or Four-Star certification criteria, or that have national accreditation are considered high-quality providers.

The TRS program is a quality rating and improvement system for child care providers participating in the Texas Workforce Commission’s (TWC) Child Care Services program.
