Victor Azios

From his early years in Laredo, Texas, Victor’s path into social work too him through Houston and Boston before putting down roots in San Antonio. With over 40 years of experience in juvenile justice, education, mental health, substance abuse, foster care, community building, largely through the Annie E. Casey Foundation, Victor now leads community outreach and family engagement for Early Matters San Antonio, while serving as our own village elder.

Kate Cazares

Consultant, Project Coordination

A native of San Antonio and a recent graduate from Harvard University, with years of experience supporting a national conference focused on expanding educational and mentorship opportunities across the country, Kate brings her experience in project and event management to bear for work of Early Matters. With degrees in Human Development and Regenerative Biology as well as Latino Studies, she is committed to supporting data-driven decision-making and fostering the collaborative efforts that positively impact early childhood education in San Antonio.

Tessa Harlin

Director, Partner Engagement

With over two decades of expertise in early childhood education and program leadership, Tessa has served in a variety of roles, from teacher and coach to director and mentor, across multiple countries and programs, including HeadStart and the Department of Defense. Her deep passion for early learning and community collaboration shines in her work with Early Matters, where she strives to ensure that all children in San Antonio have equitable access to high-quality education.

Dr. Todd A. Landry

Senior Director, Operations and Systems Alignment

Senior Director, Operations and Systems Alignment Todd’s move to San Antonio brings his extensive experience in early childhood education, child and family social services and business back to Texas, where his nonprofit and citywide systems change leadership created lasting impact. Having worked for Governors leading child services and child welfare in two states, his experience with systems-level change brings a significant strength to the Early Matters San Antonio work.

With more than 25 years in education reform, spanning serving as a high school teacher, school founder and principal, superintendent, and leading collective impact work for San Antonio, Mark has spent his days working to ensure a high quality seat for every child, from birth through a choice-filled life.

With more than 25 years of experience in the non-profit sector specifically working on community transformation and community-school partnerships, Henri has lead collective impact approaches. Raised in a neighborhood that faced systemic inequities, she has seen firsthand the power of education to transform lives. Her work as CEO of the Institute for School and Community Partnerships has centered on ensuring that students, including the youngest in this region, have access to high-quality learning opportunities and the supports necessary for their success.
